General Information
The Medical Licensure Program for International Medical Graduates (MLPIMG) assists foreign-trained physicians, residing in Canada, to obtain medical licensure for primary care practice in rural areas of Manitoba. Prior to the commencement of MLPIMG training, foreign-trained doctors must obtain sponsorship from a rural regional health authority, which includes financial support during the period of enhanced medical training, and agreement by the physicians to practise in the sponsoring regions after obtaining conditional medical registration with the College of Physicians and Surgeons of Manitoba.

• 30 assessment positions available/year
• 25 training positions available/year

Prior Postgraduate Training: A minimum of one year postgraduate medical training is required.

Recency of Practice/Clinical Training Criteria:
• The IMG must not have been out of practice for any longer than 7 years prior to March 31, 2008.
• Must have practised primarily in general practice (primary care, family medicine). Under exceptional circumstances, applicants with other certifications and with extensive experience in general practice may be considered.

Eligibility Requirements

Immigration Status: Be a permanent resident (landed immigrant) or a Canadian Citizen.

Resident of Manitoba Status: Where there are applicants of equal merit, preference will be given to those who have demonstrated residency in Manitoba of over six months duration.

Postgraduate medical training: Must have a minimum of one-year postgraduate medical education acceptable to the College of Physicians and Surgeons of Manitoba (CPSM).

Exams: Have a pass standing on the MCCEE. Preferred consideration may be given to candidates who have also completed the MCCQE Part 1 and/or Part 2.

Language Requirements: Must have Canadian Language Benchmark with a minimum level 7 in speaking/listening, 8 in reading, 7 in writing.

Included with the application are:
    •    an application form
    •    important dates
    •    an authorization of release of ‘report of assessment’ form
    •    a "Certificate of Pre-registration Physician Training" form
Also required for Manitoba residents, is an affidavit confirming that you are a resident of Manitoba.

Selection Process

Initial Screening
The application is screened to ensure that candidates meet eligibility requirements and that the application is complete. See application information package for details of requirements.

File Review
A committee reviews applications and selects candidates for the CAPE assessment. Candidates may undergo the CAPE assessment a maximum of two times.  Undergoing CAPE as part of the MLPIMG does not guarantee a training position. Eligibility for a training position is based on the candidate’s CAPE results. Candidates who are accepted may be eligible for financial assistance from the Province of Manitoba to cover the cost of CAPE.

Interview
Application to the MLPIMG does not guarantee an interview to the applicant. Once the completed applications are reviewed, a select number of candidates will be invited for an interview. Selected candidates will undergo an assessment. See MLPIMG for additional information about the assessment process.

There is no limit to the number of times that applicants may apply to the MLPIMG program. Applicants who reapply to the MLPIMG program have typically completed additional exams and as a result may be considered in a more advanced category.

NOTE: The CAPE is an assessment tool utilized by the MLPIMG. Candidates wishing to pursue this route to medical licensure in Manitoba apply to the MLPIMG, and if accepted, undergo the CAPE. Candidates do not apply to the CAPE.

About the Program

The program is offered in three stages:

1) Preparation and Pre-assessment >>
      Excerpted and adapted from MLPIMG

This stage is optional and is designed to help develop language skills and knowledge, and the ability to study and work successfully in Canada’s health care system.

2) Assessment/ Enhanced Training (CAPE) >>

Assessment

The Clinicians Assessment and Professional Enhancement (CAPE) is a 3-day process that will be used to measure the performance of the applicant against provincial standards for physician practice.

Enhanced Training

Following the CAPE process, candidates who meet the program criteria will be directed to the Faculty of Medicine to discuss the enhanced training program, which must be completed in a maximum of one year. A candidate will not be eligible for the training program if weaknesses are identified in more than three core areas of medical training or if more than one year of enhanced training is determined to be required to address deficiencies.

Before entering the enhanced training program, applicants must have a written offer of employment from a Regional Health Authority (RHA).

3) Licensure >>

Candidates may apply for conditional registration with the College of Physicians and Surgeons of Manitoba following satisfactory completion of the one year MLPIMG. They may begin primary care practice, and will work closely with a practice advisory and will have mandatory audits. They will have up to five years to obtain the Licentiate of the Medical Council of Canada (LMCC) and up to seven years to obtain the Certificate of the College of Family Physicians of Canada (CCFP).

NOTE: All IMG candidates who are selected must complete a 4-week structured orientation period prior to commencing the enhanced residency training.

Other Programs

International Medical Graduate (IMG) Assessment Process for Conditional Licensure

1. A candidate must have a valid pass standing on the Medical Council of Canada Evaluating Exam (MCCEE).

2. A candidate who has a valid pass standing on the MCCEE must send his/her CV to the Physician Resource Coordination Office (PRCO) for a cursory review, and can do so by registering on the PRCO Health Employment web site. A candidate may also be referred by a Regional Health Authority (RHA)/Employer to the PRCO, but must have a valid pass standing on the MCCEE.

3. A candidate must complete a formal application with the College of Physicians and Surgeons of Manitoba (CPSM) prior to being referred to the pre-screening interview, and must meet the requirements for conditional registration.

4. If a candidate appears to meet the requirements for conditional registration in Manitoba, the CPSM will inform the candidate and the PRCO. The PRCO will contact the physician directly to schedule a pre-screening interview. If applicable, the RHA/Employer that has provided the job offer will also be notified by the PRCO.

5. If the candidate is successful in the pre-screening interview, he/she will be required to obtain a job offer from an RHA/Employer (if this has not yet been done) before the referral for the Minister’s Certificate can be made. The PRCO will refer the candidate to the Health Employment web site to contact prospective employers directly for a job offer. To assist with the candidate’s search for a job, his/her name will also be added to an Opportunities List as being eligible for a job offer. The Opportunities List is distributed to RHAs/Employers listed on the website. Once a job offer has been obtained, a request for a Minister's Certificate will be made by the PRCO to the CPSM.

6. If a candidate is successful in the pre-screening interview, has met the requirements for conditional registration, has a valid job offer, and has obtained the Minister's Certificate, he/she will be referred for the Orientation, Family Practice Assessment (FPA), and Clinical Field Assessment (CFA). The University of Manitoba will contact candidate directly regarding a mutually agreeable date and location for assessment. The RHA/Employer will be notified. The candidate will be prioritized for the assessment based upon principles agreed to by the RHAs/Employers and will be scheduled for the process on that basis.

NOTE: If successful on the assessment, the candidate will be required to practise in rural or Northern Manitoba for the RHA/Employer noted on the Minister's Certificate.
